Abstract
"The Idle Lands Tax of 2004." The bill proposes the imposition of a 5% tax on idle agricultural, residential and industrial lands based on the fair market value or zonal value, whichever is higher. The proposed tax shall be over and above the real estate taxes imposed by the local government.'
