ABSTRACT : The proposed measure seeks to correct the practice of government officials and employees of disregarding the requirement under several laws and regulations to liquidate promptly cash advances granted in the pursuit of official business. The bill provides that the failure of an accountable officer to liquidate his cash advance shall be a prima facie presumption of malversation or misappropriation of such fund. | |

Abstract
The proposed measure seeks to correct the practice of government officials and employees of disregarding the requirement under several laws and regulations to liquidate promptly cash advances granted in the pursuit of official business. The bill provides that the failure of an accountable officer to liquidate his cash advance shall be a prima facie presumption of malversation or misappropriation of such fund.
