SHORT TITLE : Oil Pollution Compensation Act
ABSTRACT : "Oil Pollution Compensation Act." The bill holds the owner of a ship liable for any pollution damage caused by his ship as a result of an incident. When an incident involves two or more ships, the owners of all the ships concerned shall be jointly and severally liable for all damages.
