FULL TITLE : AN ACT CREATING THE NATIONAL REVENUE AUTHORITY, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES | |
SHORT TITLE : National Revenue Authority Act of 2004 | |
ABSTRACT : "National Revenue Authority Act of 2004". The national government's deficit increased from 1.9% of the gross domestic product in 1998 to 4.6% in 2003. To reduce the deficit without compromising development spending, the government needs to improve tax collection, particularly in the Bureau of Internal Revenue (BIR), which accounts for about 80% of total tax collection. The bill seeks the creation of the National Revenue Authority (NRA) to address the taxpayers' growing dissatisfaction particularly over frontline services, high level of tax evasion/avoidance and increasing perception of corruption in the BIR. The NRA is envisioned to be free from political interference. | |
