ABSTRACT : The measure seeks to formulate a comprehensive marine environment protection program to prevent and control pollution from Philippine ships, all ships operating within our territorial seas and all fixed and floating drilling rigs and other flatforms. It also aims to implement the provisions of the MARPOL 73/78 which is the International Convention for the Prevention of Pollution from Ships.
