FULL TITLE : AN ACT DECLARING THE RIGHTS AND OBLIGATIONS OF PATIENTS AND ESTABLISHING A GRIEVANCE MECHANISM FOR VIOLATIONS THEREOF AND FOR OTHER PURPOSES | |
ABSTRACT : This bill seeks to stop the common practice of hospitals and health care institutioners in detaining patients because of their failure to fully settle their financial obligations. It provides that patients in emergency cases be given medical attention without any deposit, pledge, mortgage or any form of advance payment for treatment. It also provides the patient the right to be informed of his/her illness in a manner and language understandable to the patient. It gives the legal guardian the right to examine and be given an itemized billing statement. | |

Abstract
This bill seeks to stop the common practice of hospitals and health care institutioners in detaining patients because of their failure to fully settle their financial obligations.
