ABSTRACT : The imposition of the death penalty has never been and never will be a deterrent to the commission of crime. Heinous crime continue to increase despite the Death Penalty Law. The bill seeks to abolish the death penalty for the simple reason that the Constitution prohibits the imposition of a cruel and unusual punishment. It also provides for the imposition of reclusion perpetua or life imprisonment, as the case may be, in cases where the law prescribes the imposition of the death penalty.
