FULL TITLE : AN ACT STRENGTHENING THE REGULATORY FUNCTIONS OF THE PHILIPPINE OVERSEAS EMPLOYMENT ADMINISTRATION (POEA) AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 8042, OTHERWISE KNOWN AS THE 'MIGRANT WORKERS AND OVERSEAS FILIPINOS ACT OF 1995' |
SHORT TITLE : |
ABSTRACT : Sections 29 and 30 of RA 8042 (Migrant Workers and Overseas Filipinos Act of 1995) provided for the deregulation of recruitment activities and the eventual phase-out of the regulatory functions of the Philippine Overseas Employment Administration (POEA) over the entertainment industry. Allowing the entertainment industry to run its own affairs in the deployment of overseas performing artists (OPAs) is tantamount to allowing OPAs to be exploited even more. This bill aims to put a stop to the exploitation of the OPAs by seeking the repeal of Sections 29 and 30 of said Act and thus give the POEA more teeth in protecting the welfare of OPAs. |

Abstract
