ABSTRACT : Three years after the passage of the Electric Power Industry Reform Act (PERA), consumers remain at the mercy of the local electric monopolies and their independent power producers (IPPs) and foreign IPPs. Obviously, the EPIRA institutionalizes private monopoly control, perpetrates foreign domination and the exploitation of the national economy and resources at the expenses of consumers. In view of its detrimental effects on consumers and on the economy, the bill proposes the repeal of the EPIRA. | |

Abstract
