| ABSTRACT : The bill authorizes the Treasurer of the Philippines to issue to veterans Certificates of Indebtedness in payment of arrearages in their pensions. The certificates may be used as payment for goods and services such as rice from National Food Authority, real estate taxes, tuition fees, amortization of housing loans, utility bills, among others. |

Abstract
