ABSTRACT : This bill states that the death penalty law symbolizes the retributive justice that is adopted by the penal system and violates the Constitutional provision of cruel and excessive punishment. It further states that there is no clear indication, so far, that its imposition has deterred the continued commission of heinous crimes. |
