| ABSTRACT : "Omnibus Housing and Urban Development Act of 2004". The country is beset by the problem of shelter. While at present there are government agencies tasked to address certain aspects of the shelter program, the government needs to focus its efforts and its limited resources to make it more efficient and effective. The bill seeks the creation of the Department of Housing and Urban Development to rationalize the shelter and urban development program. It is envisioned to streamline the bureaucracy and the process of formulating human settlement programs to meet the demand of our increasing population and decreasing space. | |
