Abstract
The bill allows late registrants to register their birth at the Office of the Local Civil Registrar in either the place of their birth or their present residence. The later registrant must submit the following documents: a) a declaration by either parent, relative or any person who has knowledge of the birth of the late registrant; and b) an affidavit explaining the delayed registration.'
