SHORT TITLE : Political Party Act of 2004
ABSTRACT : "Political Party Act of 2004". Reforming campaign finance is one key strategy for fighting corruption in the Philippines. The bill proposes public funding for political parties that demonstrate broad national support as a way of reducing their dependence on interest groups for election campaign contributions. It proposes two sources for public campaign funding: a) a check off from personal and corporate income taxes; and b) a direct allocation from the national budget. Public financing can also be viewed as a way of simplifying and strengthening our party system.
