ABSTRACT : Seeks to make it mandatory for the court to be held in custodia legis, the vehicle involved in an accident or require the owner or operator to post a cash bond of at least Php500,000.00 - pending the outcome of any criminal or civil proceeding as security for the satisfaction of any judgment that may be rendered.
