Abstract
As it is avowed policy of the State to protect and promote the right to health of the people and instill health conciousness among them, the least that the State can do is to set-up a fund that will be of big help to those patients who have realizedtoo late the ill-effects of cigarette-smoki ng, but may still be saved to see and enjoy another day.
