Proposes to hold the celebration of all regular holidays, nationwide special days and other nonworking holidays on the NEAREST MONDAY or FRIDAY of the week within which the holiday falls, except New Year's Day, Maundy, Thursday, Good Friday, Independence Day, Christmas Day and December 31.
