ABSTRACT : To discourage criminals from preying on foreigners, the bill seeks to declare the foreign nationality of the victim as an aggravating circumstance in crimes against persons, property and liberty in crimes committed against foreign nationals. Conversely, the foreign nationality of an offender shall be appreciated as an aggravating circumstance in crimes committed against Filipinos in our own country. |

Abstract
To discourage criminals from preying on foreigners, the bill seeks to declare the foreign nationality of the victim as an aggravating circumstance in crimes against persons, property and liberty in crimes committed against foreign nationals.
