ABSTRACT : The bill provides for all government-owned and controlled corporations (GOCCs) to submit their respective annual budgets to the Congress for approval within thirty days from the opening of every regular session. It further stipulates that GOCCs shall not incur any obligation or make any payment for current operating or capital expenditures without a budget approval by Congress and the President. |
