ABSTRACT : The bill seeks to exempt from any and all kinds of taxes, local or national, any amount of money or similar benefit given to and received by human rights victims as compensation under the decision of Judge Manila Real and those similarly situated. Subjecting such compensation to any form of tax would constitute a travesty of justice for such is not income. At most, such compensation will only be rehabilitative or restorative but it will never approximate the depth and magnitude of the injury or suffering of human rights victims.

Abstract

The bill seeks to exempt from any and all kinds of taxes, local or national, any amount of money or similar benefit given to and received by human rights victims as compensation under the decision of Judge Manila Real and those similarly situated. Subjecting such compensation to any form of tax would constitute a travesty of justice for such is not income.
