ABSTRACT : "Cellular Phone Subscribers Protection Act of 2004." The bill provides that phone calls shall be charged based on actual time consumed by a caller rather than by minute increment and that drop calls shall not be charged to subscribers. Creates the subscribers Protection Office to protect cell phone owners. |
