ABSTRACT : The bill seeks to reform the present justice sytem and establish a comprehensive juvenile justice system. Provides for the exemption of minors from the penalties of crimes such as prostitution, mendicancy, vagrancy and curfew, among others; raises the age of criminal responsibility from nine to twelve years old and adheres to international standards concerning juvenile justice.
