FULL TITLE : OMNIBUS HOUSING AND URBAN DEVELOPMENT ACT
SHORT TITLE : Omnibus Housing and Urban Development Act of 2004
ABSTRACT : "Omnibus Housing and Urban Development Act of 2004." Declares it a policy of the State to: 1)undertake a comprehensive and continuing program of housing and urban development which will make available at affordable cost, decent housing and basic services; 2) adopt workable policies that will guarantee the rationalization and optimum utilization of land and resources; 3) develop a sustainable and viable housing finance system that shall tap alternative, including non-traditional, sources of funds, for the government's housing program; 4) rationalize and strengthen the urban development and shelter delivery system by enhancing local autonomy and decentralization and providing local government units more power, authority, responsibility and resources; and 5) institutionalize the citizenry's involvement at all levels of the urban planning and development process.
