ABSTRACT : This bill abolishes death penalty and, in lieu thereof, imposes the penalty of reclusion perpetua. Justice must likewise be tempered with mercy in order for genuine repentance and change to have a chance to prosper. Hence, emphasis must be placed on restorative justice rather than retributive justice. |

Abstract
This bill abolishes death penalty and, in lieu thereof, imposes the penalty of reclusion perpetua. Justice must likewise be tempered with mercy in order for genuine repentance and change to have a chance to prosper. Hence, emphasis must be placed on restorative justice rather than retributive justice. '
