It proposes the creation of the Joint Legislative-Executive National Debt Coordinating Council of the Philippines (NDCCP) to assist the national government in the formulation, implementation, monitoring and evaluation of foreign debt management strategies. |

Abstract
This bill calls for a more active participation of Congress in contracting loans in the name of the national government and in negotiations of all matters related to it. It proposes the creation of the Joint Legislative-Executive National Debt Coordinating Council of the Philippines (NDCCP) to assist the national government in the formulation, implementation, monitoring and evaluation of foreign debt management strategies.
