ABSTRACT : This legislative proposal seeks to address the foregoing national concerns in two ways - by increasing the rates of excise tax to be imposed on these products thus, effectively minimizing their consumption, and, by providing in the law an automaticmechanism whereby the government can impose on these non-essential goods the appropriate amount of excise taxes that are refelective of an are based on their prevailing market values at any given time. |
