| ABSTRACT : Any provision of existing law to the contrary notwithstanding , the salaries of schoolteachers, who are appointed either as regualr, temporary or probationary, both in public and private elementary and secondary schools, for the first three years ofservice shall be exempt from income taxation. |

Abstract
