Abstract
To uphold civilian supremacy as mandated in the Constitution, the bill seeks to disqualify all military and police personnel, including officers, from appointment to the positions of secretary, undersecretary and heads or members of government-owned or controlled corporations. The prohibition shall apply even after the military or police officer has been separated from service including retirement.'
